At the direction of Congress, we are modernizing how we develop and deliver irregular warfare capabilities and innovation. The establishment of the Secretariat for Special Operations (SSO) and the transformation of the Irregular Warfare Technical Support Directorate into Capability Development and Innovation (CD&I) mark the beginning of this new era.
