8/1/2024 BAA 23S4432 - The Human Performance and Training subgroup awarded a $5,617,181 contract to Endurance Group in Pinehurst, NC to develop an augmented reality (AR) system for increased training realism of high-risk, high-stress scenarios through the mixing of real-world environments and properly scaled virtual objects/elements and props. The AR system will support diverse virtual avatars, visual effects, training weapons, training locations and conditions, and will have the ability to modulate the intensity with real-time, instructor-controlled inputs and stress of the training environments. The resultant system will provide military and law enforcement agencies with a training solution that improves their preparedness and effectiveness in countering threats.
6/25/2024 BAA 23S4432 - The Human Performance and Training subgroup awarded a $859,637 contract to Ombra, LLC in Tampa, FL to develop a Special Operations Forces (SOF) Space program of instruction (POI) comprised of online beginner and intermediate courses, and an instructor-led senior executive seminar course. The set of courses developed under this effort will provide a method for SOF-specific space activities without over-reliance on external services with different space missions and a greater focus on strategic level information.
6/20/2024 BAA23S4432 – The Surveillance, Collection, and Operations Support subgroup awarded a $2,471,000 contract to Epiq Solutions, LLC of Rolling Meadow, IL to develop an advanced high performance software defined radio transceiver using frequencies in the 1to 7 gigahertz range with instantaneous bandwidths of 200 to 400 megahertz. The radios will be smaller than 4 inches by 4 inches by 2 inches, weigh less than half a pound, consume between 15 to 30 watts, and support full duplex, high definition, video streaming.
03/08/2024 BAA 22S4432 - The Chemical, Biological, Radiological, Nuclear, and Explosives subgroup awarded a $1,983,748 contract to Intertek Testing Services NA, Inc. of Cortland, NY to develop standard test procedures for the evaluation of Closed-Circuit Self Contained Breathing Apparatuses (CC-SCBAs), commonly known as "rebreathers", and for hybrid respirator systems incorporating both CC-SCBA and a Powered Air Purifying Respirator (PAPR).
3/6/2024 BAA 23S4432 - The Human Performance and Training subgroup awarded a $3,585,646 contract to Oak Grove Technologies, LLC in Raleigh, NC to develop the Special Operations Robotics Capability Courses (SORCC). These courses will build on RUSIC and the IWTSD Human Performance and Training Subgroup’s Organically Designed and Built Small UAS (ODB sUAS) Courses to provide SOF with the knowledge and skills to design, assemble, modify, and fabricate their own small unmanned system using commercially available components.
2/27/2024 BAA23S4432 – The Surveillance, Collection, and Operations Support subgroup awarded a $2,113,949 contract to Intellisense Systems, Inc. of Torrance, CA to develop an off-grid group communication network based on non-radio frequency laser technology that enables small group communications without relying on existing wireless infrastructure and using a self-organizing mesh network which provides information security. The system will provide bidirectional voice communication and data transfer over an area of 25 to 100 square kilometers and have an extremely low probability of detection and interception.
01/31/2024 BAA 23S4432 – The Advanced Analytics subgroup awarded a $1,051,159 contract to VTT Technical Research Centre of Finland. Ltd., Espoo, Finland, to develop a unified software tool for generating synthetic imagery to support algorithm training/development for threat detection and validate the performance of algorithms trained with synthetic data in comparison to algorithms trained with real-world data. Synthetic imagery shall be generated using industry recognized approaches, including data augmentation, generative adversarial networks (GANs), and simulation-based (e.g., 3-D modeling). The solution shall be delivered in a unified software tool that can generate unique and varied synthetic datasets to support on-person screening (e.g., millimeter wave data) and X-ray computed tomography screening platforms. The tool will include a synthetic image library.
1/31/2024 BAA23S4432 – The Surveillance, Collection, and Operations Support subgroup awarded a $1,222,909 contract to Weathered Security, LLC of Virginia Beach, VA to develop a highly mobile system that captures the radio frequencies emitted from everyday used devices such as cars and handheld devices. The signals are then individually identified to determine surveillance, countersurveillance, and targeting activities by adversaries. The system will be used in both offensive and defensive postures.

1/11/2024 BAA 23S4432 - The Chemical, Biological, Radiological, Nuclear, and Explosives subgroup awarded a $1,178,358.00 contract to International Personnel Protection of Austin, TX to develop and validate a suitable replacement textile barrier material that does not incorporate polyfluoroalkyl substances (PFAS) and can be used in the production of NFPA Class 3 protective ensembles capable of passing certification testing for NFPA 1990. The contract includes options to certify and deliver NFPA 1990 Class 3 ensembles.

12/14/2023 BAA 23S4432 – The Advanced Analytics subgroup awarded a $1,553,541 contract to Trenchant Analytics, Great Falls, Virginia, to develop an enterprise analytics system to support a deployable 3-D printing capability to increase forward edge lethality. The enterprise platform shall include a library/catalog of replacement components, a foundry environment to render new objects, a mobile app to scan and render new objects to the foundry from the field, a category-indexed data lake (e.g., “data lake house”), and associated data pipelines.

11/15/2023 BAA 22S4385 - The Human Performance and Training subgroup awarded a $1,230,223 contract to Quantum Improvements Consulting, LLC in Orlando, FL to develop a virtual reality (VR) based solution that provides exposure to stressful stimuli in highly realistic, immersive VR environments. The SOF VR Stress Exposure (SOF-VRSE) system will allow human performance practitioners to administer targeted, contextual, and timely feedback to operators about their physiological response to stress, enabling more effective stress management.
9/4/2023 BAA 22S4385 - The Explosive Ordnance Disposal/Explosive Operations subgroup awarded a $1.2M contract to VM Consultants, LLC of Prosper, TX to develop a collection of digital 2-D images and 3-D scans of military explosive ordnance, improvised explosive devices (IEDs), and IED related components. This data set of images will inform Artificial Intelligence (AI) and Machine Learning (ML) to better recognize ordnance items in different orientations.

The prototypes will increase the organic capability of PSYOP detachments in crucial tasks and functions like influence network development, industry integration, and decentralized operations with partner forces. It will form the foundation for additional, follow-on development and integration of classified systems at the Company and Battalion levels.

The prototype solution will validate effective counter-campaign message development and metrics of performance for future counter-mis/disinformation campaigns.

02/09/2023 BAA 21S4370 - The Advanced Analytics subgroup awarded a $1,422,555 contract to SRI International to develop, test, and evaluate a cloud-based software that automates search, extraction, organization, visualization, and mapping functions in order to extract key insights into real-world social networks from publicly available information (PAI) and open-source data. The platform will ingest both structured and unstructured commercial data sets (both selected proprietary and non-proprietary data sets), and PAI in all common formats, including data from social listening and web-scraping software (e.g., PULSE). The platform will conduct search, retrieval, collection, integration, visualization, and analysis of data from across multiple such sources and allow users to reference results back to the original source.
01/18/2023 BAA 21S4370 - The Advanced Analytics subgroup awarded a $1,505,643 contract to Trenchant Analytics, Great Falls, Virginia, to develop a capability to generate and visualize high-quality three dimensional (3D) geospatial data from commercial-off-the-shelf (COTS) devices or government-off-the-shelf (GOTS) devices in hostile or denied environments. This initiative will enhance situational awareness at the tactical edge by integrating mixed multiple personnel with the ability to collaborate and communicate from over the horizon (OTH) in support of Irregular Warfare operations.
